Not all of them, and that issue was easily corrected without dumping them off on the streets with a woefully unfunded agenda that needed up just locking them up in jails and prisons, which were just as bad or worse, plus the added law enforcement and court costs and the mayhem wreaked on innocent civilians in the process, with the resulting medical bills, insurance costs, deaths, etc., which never get included in the audits and studies.
