White House offers reassurance on pact with Iraq

WASHINGTON (AP) — The Bush administration on Thursday sought to defuse congressional opposition to its plans to negotiate a long-term agreement with Iraq on the presence of U.S. forces, contending it would not tie the hands of the next president.
Tom Casey, a State Department spokesman, told reporters the agreement would not stipulate how many troops should stay, dictate operations or establish permanent bases in Iraq.

Instead, the plan would be a "status of forces agreement," which would outline the legal basis for the U.S. presence, Casey said. For example, the agreement might stipulate that U.S. troops are subject to the Uniformed Military Code of Justice instead of Iraqi courts. It also might arrange for the duty-free shipment of materials to U.S. forces, he said.

"This is certainly not an effort to tie anyone's hands," Casey said. "This is very much an effort to provide current and future policymakers with the full range of options available to them."

So much for THAT conspiracy theory from the left ... or was it a lie? Based on the current definition used by liberals on this board, I'd say the latter.
