The car had Indiana plates.

Tannerite is used by shooters as targets. That is its main purpose. It explodes on high speed impact, like from a bullet. It won't work well as a bomb unless you plan on planting it somewhere and then shooting it. It's certainly likely that he was going shooting legally, at a range at some later date.
