Sexual misconduct should never be tolerated. There were probably a lot of bad apples that slipped through the grinder.
 
How many agents are there total? That's over 20 years, about 30 a year (or approx. 3 a month let's say). It's hard to quantify that without knowing the numbers of other police forces in the U.S and the total # of FBI agents. Plus, this is his word not recorded fact, no?

Toronto Police alone have high numbers also, and often TPS (or OPP, Peel Region, Halton, DRPS etc) officers accused of a crime stay on with full pay while "investigated", which can take a decade in a police state. Some have flaunted it, even send letters to chiefs while on vacation/suspension with full pay.

That doesn’t mean anything without knowing the total number of agents.

I worked for a corporation that had more than 10,000 employees, and there were always at least a dozen or so people fired every month.
