Or while running for a higher office. It's all the same.

That means most of the work they were elected to do — such as write legislation — is done by staffers, and sometimes even lobbyists help draft bills. Many of the nation’s laws and regulations are directly influenced by people who were not elected — and in some cases by lobbyists with a direct financial interest in the legislation.

S/he then puts their name on it and you think they did a great thing. They really did nothing!

I can say that seeing my Grandfather when he was a state legislator and attorney that he did not pursue the glory of the all mighty dollar..He did complain about always being elected as treasurer of his Shriner's/Masons' club.. He complained that he never got paid...
