Trump does not have the votes to get a less hated replacement through the senate.
Most, perhaps all, of the blue states will go into the tank/default when DOJ/DHS grants are sequestered. The choices are laying off state and possibly local employees depending on the state or takings clause lawsuits from the bondholders. Either, much less both, of those things happening will open state officials up to investigation for corruption and independent counsels.
So, when is the optimum time to unleash this damage in order to win the mid-terms for the GOP, at least in Jeff Sessions opinion?
