International law prohibits the arbitrary deprivation of life, which includes extrajudicial killing. This norm is codified in every major human rights treaty and has attained jus cogens status as a non-derogable norm in international law. In the United States, the Torture Victim Protection Act (“TVPA”) establishes civil liability for extrajudicial killing.
Is the blowing up of a boat 1,000 miles away from the US an example of trump getting bored with breaking US law so he wanted to extend his reach? Maybe. We don't know cuz we have very little info to go on. One thing we do know is nothing this government tells us can be trusted. Distrust and verify is the necessary approach.
But some officials at the Defense Department privately expressed concern on Wednesday about the administration’s shifting narratives, including where the vessel was headed. Mr. Rubio had said on Tuesday that it was going to Trinidad, while Mr. Trump said the United States. On Wednesday, Mr. Rubio changed his version, saying the drug-laden boat was bound for the United States.
The secretary said in Mexico City that drug cartels and traffickers, including those on the boat, “pose an immediate threat to the United States, period.”
Pentagon officials were still working Wednesday on what legal authority they would tell the public was used to back up the extraordinary strike in international waters.
Is there any legal authority? Does it matter to a guy who rolls out of bed wondering which law to break today? Does immunity for the prez, invented by the SC, count in the Hague? Was Don irritated by his puffy ankles and decided to take it out on some guys going fishing? I'm not sure we'll ever find out.
