Answer: When an addict overdoses and seeks or needs medical attention.

It is at this point that an addict can be detained in a secure facility either for treatment or sequestration. This interrupts the flow of money from the addict as well as interrupting the crimes committed to buy the drugs. This is the weak link in the whole illegal drug enterprise. Why the DEA doesn't take advantage of it is an enduring mystery.

Lol, million upon millions of addicts out there. Where ya gunna put them.
 
Wanna make a dent? Family court is where it happens. Currently there many many economic reasons for a woman to get divorced. Take those financial incentives for women to get divorced and more dads are in the house. Dad at home, children are less likely to get into bad things. Won't change things over night but over time many aspects of society improve not just addiction going down.

There are 19,500 cities, towns, and villages in the U.S. I'm sure they can find places to store their addicts.

It's an enduring mystery to you because you are in denial of the fact that the CIA and DEA and other federal agencies, at least rogue agents of those agencies, are in the business. Books have been written about it for decades, but they were never on your reading list. You are easily confused, and that's the way they want it to be.

I understand all that. Interdicting drug money buys them all sorts of new gadgets and uniforms. The whole thing is a scam.

The drug war must be fought at the State and local level, not the Federal level.
