To put it in context (or attempt to do so) New psychoactive drugs were coming on the market. Remember " better living through chemistry"? They were enthusiastic about sending the mentality ill back home with a prescription.

Didn't work out well. Many failed to take their medication and ended up homeless.

I think there’s a lot of electric current coming through that water.” But you know what I’d do if there was a shark or you get electrocuted, I’ll take electrocution every single time.
