What purpose does Obama have that is at odds with the First Amendment of the Constitution?

Obama as President is to:
Carrying out legislation: As the head of the executive branch of the federal government, the President is responsible for ensuring that all the nation’s laws are “faithfully executed.” In other words, the President carries out the legislation enacted by Congress but cannot initiate legislation himself.

No where in the Constitution does Obama have the right to NOT "provide for the common defense" i.e. bringing in potential terrorists that want to harm America and Americans.

So why is Obama going against what the majority of Americans want AND against the "common defence"?
