New Orleans is a poor city, where do you expect the people to go? for most of them everything they had was in the city. Everyone with the means to leave did before Katrina hit, the people left behind were the people no money.
And yet they found their way to the Quarter and Canal as soon as the water had receded in L-9.
Canal is where they were evacuated to.
Had they gone there before landfall, they would have been fine. The Superdome is a 5 minute ride from L-9, maybe a 25 minute walk. After the mandatory evacuation was ordered, buses were running to shuttle people to the Superdome on the 28th and very early on the 29th, at no charge.
So they didn't have the means to get there BEFORE landfall, but they suddenly did AFTER? It was easier to get there once the streets were flooded, and the buses had been parked?
It almost sounds like Katrina did them a favor?
Or did they make a very, very bad choice?
