The answer lies in the solution to all crime.

There is no panacea or solution to mass shootings. Confiscation of all firearms in America is impossible, as is any way to learn who, where and when the next one will occur.

We can identify the who, and we can get close as to the when, but law enforcement has got to have it's hands untied in moving on those who spew vile threats and rehtoric in which alerts them to the possibility of yet another crazy person who has lost it, and is once again within their grasp.
