So let's go through the scenarios
If the Washington DC mayor, and Speaker of the house requested national guard troops, the administration did NOT have to deploy them. (fact)

Let's say the Mayor and Speak of the house said they DID NOT want National Guard troops, (like in 2025) Trump as commander in chief sent the National Guard into Washington DC, and nobody could say otherwise.

So you see, neither the mayor, nor speaker of the house has ANY CONTROL over the Washington DC national guard.

No more than if you and I called up the white house and requested national guard troops.
