There are 14 divisions between the Army and Marine Corps. A modern mechanized division can secure a 60 mile front; less for a light infantry division. The continental United States has 3,987 miles of border. Those 14 divisions can only secure 840 miles of front. Only an idiot couldn't understand that citizen soldiers are going to have to stand in the gap.
