Case Background
Marlean Ames, a heterosexual woman, began her tenure with the Ohio Department of Youth Services in 2004. In 2014, she was appointed as the Administrator of the Prison Rape Elimination Act (PREA) program. Her professional trajectory took a downturn in 2019 when, under the supervision of Ginine Trim—a gay woman—Ames was demoted and replaced by a younger gay man. Additionally, she was overlooked for a promotion to Bureau Chief, a position that was ultimately filled by a gay woman who had neither applied nor interviewed for the role.
