He said that FEMA is working with them, which is not the narrative the usual suspects want to craft, and it's not just him being polite and not wanting to hurt anyone's feelings.

FEMA cant provide one stitch of "help" until an emergency is declared. They can talk about procedures and policies all day long though. That is what they are doing. Helping with paper work as they are not legally able to provide help physically or monetarily without a disaster declared.
