You get any desired result by selecting your measuring locations dishonestly .
At simplest , reduce ones out in the country . Increase the number in towns .

Situationally.
A long hot summer means warm lake waters, especially Erie.
All else being equal, the warmer they are at the end of summer., the more lake effect snow they produce.
