That is true. And if there is no crime identified, the person will be released. But if you are delivering a pizza to an illegal poker game or whatever, and the cops raid it, you'll likely be arrested along with everybody else. You'll be let go once it is confirmed you were just delivering a pizza. But the arrest itself is not unjustified.
