The Posse Comitatus Act limits active duty forces being used to enforce domestic policy. The National Guard is a different story.

It actually refers only to the Army and the Navy. But court decisions have broadened it to include all of our armed forces and that includes activated Guard.

But … (isn’t there always a “but”?) … it has exceptions. And because of the section of the DC Home Rule law, this is one of the exceptions.
