Most likely yes. When you consider the cost of the F-35, as well as the tactics that could be used to defeat the weapon, it starts to look like this might be a bad idea:

More importantly, why is China and Russia spending $100's millions on developing sophisticated systems whose only purpose is to be able to see American jets?
That is a frightening question. Obviously they will develop it and sell it to anyone willing to pay. North Korea, Iran, Syria...list goes on.
