These people are a hoot. Any special counsel is funded through the Independent Counsel Appropriation, a permanent and indefinite appropriation that goes all the way back to an act in 1988. While I agree, it is almost a license to steal, especially for the lawyers involved, and it often results in pallets of money being burned for no real purpose. But it is the way it has to be, you can't have Congress controlling the purse for investigations into themselves or other members of government. Hell, it is the whole reason you have a "special prosecutor".

Look, I don't expect these numbnut MAGA Trumpsters to know about the 1988 Commerce, Justice, State, and Related Agencies Appropriations Act, but is it too much to ask for them to have a little common damn sense? If Congress could simply wipe out the funding of a special counsel why the hell didn't Republicans stop the Mueller investigation the moment Trump was sworn in? They had control of the House, the Senate, and the Executive branch. The answer is simple, they couldn't then and they sure as hell can't do it now. Now MTG, she is both batshit crazy and dumber than a box of rocks, of course she doesn't know how things work But McCarthy, he sure as hell knows.
