Correct me if I'm wrong but it seems that the well funded "gun buy-back" schemes that seem to be so popular these days are the best way for a felon to dispose of a gun they used to throw in the river. They can make a buck to boot. Apparently there is a strange agreement made by law-enforcement that felons get a dispensation when they turn in their guns and law-enforcement agrees not to test fire the weapons for ballistic evidence and not to keep a record of the people who turn in the guns. Except for motor vehicles, guns are the most popular target for theft and and the easiest to trace but apparently law-enforcement makes no effort to check the serial numbers and return the guns to their rightful owners if it is determined that they are stolen.
