The Fed has no budget? I guess they missed the report. They aren't accountable? I guess they missed the chairman's report to Congress.
The whole point of the Fed is to be quasi independent of the political process.

Did congress vote on spending any of that money?

Where did the money come from?

The money to pay for it is created by the fed, and the people pay for it through inflation.
