The wildfires for the last 30+ years have been man started according to investigations. What is being suggested is proper prevention can be done and has been done in the past to control wildfire spread.

All they ever learn is that when things don't go right, it is only because they didn't do enough of what doesn't work so the solution is to always do more of what doesn't work because they already know that it couldn't possibly be their policies. That's the extent of their learning.
