No, it's because our guns laws are incredibly lax.

Every time there's a mass shooting, we find out two things.

1) Everyone in that person's life knew he was nuts.
2) It was still incredibly easy for him to get a gun.

Now when I applied for my job, applied for my mortgage, or applied to sponsor my wife for permanent residency (she's an immigrant from China), I underwent a THOROUGH background check. There was a waiting period while they did due diligence.

When I applied for an IL FOID card, I paid $11.00 and had to answer some questions, promising I wasn't mentally ill or on drugs.
