Before 1983 SS money was put into US bonds for safe keeping and out of the treasury's pocket.
The tax scheme Reagan passed in 1983 changed all that and allowed the Reagan regime to tap into those SS funds because his tax cuts didn't raise enough revenue. (imagine that)
