Israeli occupation authorities have continued, for the 84th consecutive day, to impose a severe and tight blockade on the Gaza Strip, by completely closing all border crossings and implementing a systematic policy of mass starvation, which constitutes a war crime and a crime against humanity under international law. This comes alongside the ongoing perpetration of systematic extermination and relentless daily killings.


Despite international and human rights appeals, the occupation continues to block the entry of humanitarian aid, food, and goods, and deliberately cuts off fuel supplies. This has led to a near-total shutdown of vital facilities, particularly hospitals and bakeries, which civilians rely on to survive.

A statement from UNICEF regarding the situation in the Gaza Strip. It highlights the devastating impact on children, with more than 50,000 reported to have been killed or injured. This situation raises serious concerns about violations of international humanitarian law and UN resolutions, particularly those related to the protection of civilians, including children, during armed conflict.

Calls for immediate steps to prevent all acts of violence against civilians, including acts of terror, as well as all acts of provocation and destruction, calls for accountability in this regard, and calls for compliance with obligations under international law for the strengthening of ongoing efforts to combat terrorism, including through existing security coordination, and to clearly condemn all acts of terrorism;

Calls upon both parties to act on the basis of international law, including international humanitarian law, and their previous agreements and obligations, to observe calm and restraint, and to refrain from provocative actions, incitement and inflammatory rhetoric, with the aim, inter alia, of de-escalating the situation on the ground, rebuilding trust and confidence, demonstrating through policies and actions a genuine commitment to the two-State solution, and creating the conditions necessary for promoting peace;


The government of Gaza and the PA was in violation of this Resolution, not Israel. (It also doesn't say anything about schools or hospitals, which is just sloppy.)
 
Complete misrepresentation of international humanitarian law.

Violations in Gaza Massacre:​

  • Targeting of Civilians : The killing and injury of over 50,000 children confirm widespread violations of the Geneva Conventions and other humanitarian laws that protect civilians, especially children.
The law is not designed to measure the effects of the conduct of war. The number of casualties does not prove violations. The number of casualties also does not prove who is responsible for the violations, as BOTH parties to the conflict have obligations with respect to conduct in war.

Violations committed by the government of Gaza are clear and undisputable such as embedding military objectives within protected places and amongst civilians; failure to wear distinguishing military uniforms to create distinction of military targets; indiscriminate attacks; targeted attacks on civilians; prevention of the distribution of aid to civilians.
  • Damage to Infrastructure : Attacks on schools, hospitals, and residential areas violate Article 54 of Additional Protocol I, which prohibits attacks on objects indispensable to the survival of the civilian population.

Article 54 - Protection of objects indispensable to the survival of the civilian population

1. Starvation of civilians as a method of warfare is prohibited.

2. It is prohibited to attack, destroy, remove or render useless objects indispensable to the survival of the civilian population, such as foodstuffs, agricultural areas for the production of foodstuffs, crops, livestock, drinking water installations and supplies and irrigation works, for the specific purpose of denying them for their sustenance value to the civilian population or to the adverse Party, whatever the motive, whether in order to starve out civilians, to cause them to move away, or for any other motive.

3. The prohibitions in paragraph 2 shall not apply to such of the objects covered by it as are used by an adverse Party:

(a) as sustenance solely for the members of its armed forces; or
(b) if not as sustenance, then in direct support of military action, provided, however, that in no event shall actions against these objects be taken which may be expected to leave the civilian population with such inadequate food or water as to cause its starvation or force its movement.

4. These objects shall not be made the object of reprisals.

5. In recognition of the vital requirements of any Party to the conflict in the defence of its national territory against invasion, derogation from the prohibitions contained in paragraph 2 may be made by a Party to the conflict within such territory under its own control where required by imperative military necessity.


  • Denial of Humanitarian Access : Restrictions on access to food, water, and medical supplies violate Article 11 of the Fourth Geneva Convention, which mandates the provision of necessary supplies to civilian populations under occupation.

Article 11 - Substitutes for Protecting Powers

The High Contracting Parties may at any time agree to entrust to an organization which offers all guarantees of impartiality and efficacy the duties incumbent on the Protecting Powers by virtue of the present Convention.

When persons protected by the present Convention do not benefit or cease to benefit, no matter for what reason, by the activities of a Protecting Power or of an organization provided for in the first paragraph above, the Detaining Power shall request a neutral State, or such an organization, to undertake the functions performed under the present Convention by a Protecting Power designated by the Parties to a conflict.

If protection cannot be arranged accordingly, the Detaining Power shall request or shall accept, subject to the provisions of this Article, the offer of the services of a humanitarian organization, such as the International Committee of the Red Cross, to assume the humanitarian functions performed by Protecting Powers under the present Convention.

Any neutral Power, or any organization invited by the Power concerned or offering itself for these purposes, shall be required to act with a sense of responsibility towards the Party to the conflict on which persons protected by the present Convention depend, and shall be required to furnish sufficient assurances that it is in a position to undertake the appropriate functions and to discharge them impartially.

No derogation from the preceding provisions shall be made by special agreements between Powers one of which is restricted, even temporarily, in its freedom to negotiate with the other Power or its allies by reason of military events, more particularly where the whole, or a substantial part, of the territory of the said Power is occupied.

Whenever in the present Convention mention is made of a Protecting Power, such mention applies to substitute organizations in the sense of the present Article.

The provisions of this Article shall extend and be adapted to cases of nationals of a neutral State who are in occupied territory or who find themselves in the territory of a belligerent State in which the State of which they are nationals has not normal diplomatic representation.
  • Use of Indiscriminate Weapons : The use of weapons that cannot distinguish between military targets and civilians violates the principle of distinction in international humanitarian law.
A clear violation by the government of Gaza. Israel does not use indiscriminate weapons.

  • The number of hungry victims killed there has risen to 102 martyrs and 490 injured in just 8 days.
  • These points are not under any independent humanitarian supervision and are instead security-managed by the occupation and an American security company, making them killing zones.
  • We totally reject what is called "buffer zones" or "humanitarian corridors" set up by the occupation.
 
Former U.S. State Department Spokesperson Matthew Miller, serving under President Biden, stated in an interview with Britain’s Sky News that he believes Israel has committed war crimes in Gaza.

In his remarks, Miller emphasized that such violations occurred during his tenure as spokesperson. However, he clarified that he did not express this view publicly at the time, as it did not reflect the official position of the U.S. administration.
