In practical terms Lithuanian laws about claiming the citizenship are much softer. There are only few thousands of Lithuanian-born non-citizens. In Latvia and Estonia, you hardly can earn their citizenship if you are ethnic Russian (or Ukrainian or Belarussian).
As well as white people in the USA have right and a reason to be distrustful of black American. And as well as Russian people have a right and a reason to be distrustful of Estonians. Or as well as French people has a right and a reason to be distrustful of Germans. It doesn't mean that the certain ethnic groups should be discriminated. Actually, from the Russian point of view, Russians shouldn't be discriminated at all.

There were no "Baltic States" prior to 1918. And, talking about local peoples - basically Russia liberated them from Germans, Swedes and Poles, who opressed them much more terribly. Between 1939 and 1991 Russia build in Baltic states schools, theaters, nuclear plants, created significant industry and bring there civilisation at all.
