That requirement is for registering to vote, not for voting.

Besides it being a state issue per the Constitution, my major objection is that its a square peg in a round hole.
If you want citizen based national voting requirements, you (the Feds) should have a universal ID that can be used, for it, for employment, for airplanes, etc.
