1. that would only work with people convicted for Federal crimes, not State -level stuff
2. only the worst-of-the-worst would get such treatment
3. they aren't being deported... they're being "outsourced"
4. temporary (for the duration of the sentence) relocation is part of the "outsourcing"
5. it's cheaper than housing them ourselves
6. El Salvador can build American Outsourcing Prisons and run them in compliance with minimalist US Federal prison standards

While a citizen can't be deported. They can serve their sentences in other countries. It makes a lot of sense. Paying other nations to maintain our prisoners has to be cheaper than prison here.
