We would actually need to know what kind of wall was breached and what sections breached were already there before Trump took office. Because there were a lot of walls/barriers already there and Trump never did get to finish his building/rebuilding as Congress authorized only a portion of what is needed, and Trump had to [legally] get funds from other places.
