Maxwell was indicted in 2020 while Trump was President. Once he lost why wouldn't he have pardoned her then given there was no guarantee he's back in the Oval Office with another opportunity to do so. If the idea is that her prosecution was a threat to him and he's only pardoning her (is he really pardoning her?) to save himself why wouldnt have have done it when he had the chance last time.
