More you use dollar as a weapon - lesser it is usable as money. It means de-dollarisation of the global market and further problems for the USA. Second, Russia gets one Chinese UAV for every barrels of oil. Oil became cheaper in dollars, UAVs became cheaper in dollars either. Nothing is changing for Russia, but it is profit for China, who's economy becomes more competitive. Third - Congress just gave up some of its Constitutional power to the executive brunch.
