Trump, the 14th and barring from office

Colorado has standing but not, in my opinion, to remove Trump from the ballot.
In the HUGELY unlikely event Trump were to win in Colorado, however, the Colorado Legislature could deny to Trump the electoral votes under the 14th.
Did Colorado have an insurrection? So tell me when does a state have the authority to act on federal jurdiction?

Legislatures make the laws.

Yes, and every legislature must follow the laws made by previous legislatures. They can change those laws, but then they have to live with those changes permanently.

OK
State Laws and the legislatures also decide whether a candidate has won.

No. The SoS usually decides who won and is responsible for certifying the election results. The State Legislatures do not get involved.
