Right or wrong politicians have been doing that for a long time. I remember local Prog mayors putting up "this is a state highway" for streets in the city. Even with a Prog governor. As people in cities expect their roads to be plowed during snowstorms and with as few potholes as possible. This within a reasonable budget. The problem with Joe was all of the regulations delaying projects on top of vast waste of money printed for the value received.
