And how does a country refuse to take back deportees? They are usually delivered to the airport and turned over to that countries customs officials.

Its been going on for DECADES. There was a book by a former immigration agent who took a criminal illegal out of jail and just let him loose because his home country refused to take him back. If I can find the book I can quote the passage.
