So PAC (Political Action Committees) can raise money at ANY time, whether someone is running for office or not. So Trump has his own PAC team and gets the money through there. You are correct in that he is no longer running for any office so it is a bit strange to see donation requests, but PACs are 24/7 machines that can take money whenever! In fact that's the whole reason he is asking: he is saying don't donate directly to the RNC (Repub. Committee), donate to my 24/7 PAC. Send all money to me anytime, day or night.

Tithing is (generally) only paid at the time of paycheck. It's usually a % donation of your paycheck. Like in the Mormon church, they ask members for 10% tithing of pay.
