All he has to do is give the order.

So,he knows he will loose the vote in Congress, but he wants it anyway. He’ll mark all the GOP yes votes down for future retribution.

Of course, if Republicans were smart, they would make sure the vote was veto proof.

Failing that, Trump will likely veto the bill, and drag the whole thing out for months.

His base is too loyal and not smart enough to understand that Trump could have these files released anytime.
