This is not a good sign for our newly elected PM. It sounds as if Trump isn't too keen to meet right now with so much going on and Canada is clearly under pressure after decades of the expanded police state that has crushed our innovation and economic success.
Trump is not eager to make a deal as he knows the longer the tariffs are on the better the terms will be so he is essentially telling Carney and the world, "I'm not going to bend just because we meet or you try and pressure me". It didn't work for the U.K, India or any other nation.
I do hope as a longshot that Trump raises the issue of civil liberties, accountable Canadian agencies and access to justice. It would catch Carney off guard but as Reagan did with Mulroney, it would have a major impact in forcing Canada to embrace more of a defended and highly respected U.S Constitution than a rejected Charter of Rights and Freedoms.

U.S. President Donald Trump says he does not know what to expect from his Tuesday meeting with Mark Carney or why the Prime Minister wants to see him.
In comments less than 24 hours before the pair sit down for their first tête-à-tête, Mr. Trump adopted a nonchalant air.
“I don’t know. He’s coming to see me. I’m not sure what he wants to see me about, but I guess he wants to make a deal. Everybody does,” the President said Monday in the Oval Office when asked what he anticipated for the meeting. “They all want to make a deal because we have something that they all want.”
Asked if Mr. Trump’s repeated calls for the U.S. to annex Canada as its 51st state were a bid to make the U.S. the world’s largest country by landmass, he also shrugged it off.
“I never even thought of it that way, even, though I am a real estate developer. I never even heard that question,” he said.
