And so did Starr. One Clinton scandal led to the next. And every single time, he went to Reno as asked if she wanted him to look at it.

He was technically an IC, as that law lapsed.

I would go one step further that since Trump was no longer president, a special prosecutor wasn't needed. Regular DOJ attorneys should have investigated his crimes.
