When he said he would not pardon Hunter was on June 6th when he was still the nominee. As the presidential nominee representing the Democratic party, he had an official obligation to follow the rules and the law.
When he no longer was the nominee, he still had that obligation as Kamala (his vice president) was the one running. Nonetheless, when Trump became the president on November 6th, the obligation he had to the party ceased to exist, especially when the party itself was done. A new party has to be built to represent the Democrats in the future.
At that time, he did not have to do anything more for the party or for Kamala, especially since the party deserted him and the party was no longer a valid party for the future. At that time, his son and his family became thje #1 priority. In addition and probably even more the reason for Joe to do what he did is that Trump promised pardons for over 700 Jan 6th protestors at the Capitol that had either pleaded guilty or were found guilty in a court of law. Promising to pardon these convicted criminals, meant that even the new President was not being faithful to the pardon rule.
As such, absolutely Joe did the right thing "under these circumstances". You ever heard the adage about "when in Rome do as the Romans do"?
