Algae cant grow that fast. I maintain a 4000 gallon pond and control algae all the time. It had to be planted along with fertilizer to grow this fast. Vandalism is at work

Actually all the pieces i've seen of paint detached from the pool, none of them have CUT MARKS on them. You know, like the kind of straight edge a knife leaves when you cut something.
There would also be a similar CUT MARK on the liner still attached, with the edges matching.
But all the visuals i've seen the paint has ragged edges, and no signs of vandalism being the cause.
