I do not think the economy can take a phase 2.

Prior to the tax cuts being signed the markets grew at the following rates:

S&P: 18%
DJI: 25%
Nasdaq: 25%
Russell 2000: 12%

Since the tax cuts:

S&P: 2.5%
DJI: 0%
Nasdaq: 7.7%
Russell 2000: 2.7%

Just imagine what the next phase would do!
