Back tracking I see.Let me ask you a question "when was the last time there was NO FRAUD on any agency".
Human nature means people are greedy and power hungry and that means that the first thing they do is try to take advantage of a situation. This has been the case for "eons" and will continue to be the case for eons more (if our world survives).
What is necessary is to control the fraud to the least that it can be. That requires guidelines to be followed, investigations done to find the fraud, and punishments for those found to be guilty.
You cannot end fraud, especially the way he is doing it, where he is destroying the agency itself (and all the good that is done by the agency). On top of that, if he replaces the agency, whoever is hired is likely to be as corrupt as the people thrown out, and perhaps even more so because Trump will be supporting that agency and as such, he will turn a blind eye to the corruption. If the agency does not get replaced, all the needed good that the agency did will disappear.
By the way, how anyone can rationally think that a totally corrupt person (as Trump has proven to be repeatedly) is there to get rid of corruption, is beyond my ability to understand. He is just there for the corruption to go into his pocket and not the pocket of others.
