The reason why nobody wants to touch it is because it's a poorly written law based on emotion and political expediency and conceived by someone who has no background in the legal system. "If you are following someone"? What does that mean in legal terms? Following by accident or on purpose? What if someone turns and assaults you while you were "following"? Does the law say you must retreat and you can't use that fact that the person assaulted you as a defense?
