It's in the law establishing the Department of Homeland Security, which was signed by George W. Bush. Powers derive from the law, not any president. Incidentally, you just negated any criticism you may have of anything that President Obama did with your assertion that the president has total power.

You might want to read the OP again and what law was cited by the GAO. Also try reading Article II, Section 3, USC. Then show me anywhere else the Constitution where any other person is charged with executing the laws of the US. It's your ignorance that's showing commie, not mine.
