Cost of House-Passed Terror Bill Touches Off a Partisan Clash

WASHINGTON, Feb. 2 — The antiterrorism bill that the House passed last month as part of the new Democratic majority’s first-100-hours push would cost the federal government $21 billion over the next five years, according to a new Congressional estimate.

The five-year estimate, issued Friday by the nonpartisan Congressional Budget Office, is equal to roughly half the Homeland Security Department’s entire budget for the current fiscal year, and Republicans called it proof that adopting the bill so quickly had been irresponsible.

“This bill was rushed to the floor without the Democratic leadership giving us any indication of its massive cost,” said Representative Peter T. King of New York, the senior Republican on the House Homeland Security Committee. “And now we know why.” ...
