If someone was to shout a racial slur, go back home etc.., police descend. But as you say, other crime is poorly solved.

About four to five years ago, my old van was unlocked because there was just some old tools kicking about in it, so I wasn't bothered. But someone still went in the back and took some of the knackered stuff. I rang the police and they sent me a crime reference number and never came out. All they asked was, "Did they touch anything shiny?".

The swastika means different things to the muslims. They were using it hundreds of years before you nazis co-opted it.

You're correct on the swastika symbol. It was considered a good luck symbol in many cultures and the Nazis ruined it.
Another example of something specific being ruined for further use is a totally different one. The word, "gay." It used to simply mean "having a good time." Along come the homosexuals who began identifying themselves as, "gay" and it also became associated with action or thing being, lame or weak. It was totally destroyed from its original meaning.
 
Meaning changes and now we associate the Swaztika with Nazi Germ Land and Israel .

Perhaps it is somehow a slow moving virus and next stop is the USA .

And in that same time only 400 were arrested in Russia for doing the same thing.
