I lived in Minnesota for about six years, a couple of decades ago. I lived in a smaller city which, even back then, had a lot of refugees, or whatever they called them. Every family was given 20K by the US government and they all found cheap apartments to live in and used the 20K to buy brand new cars and they didn't have jobs, they were constantly fishing, day after day after day.
