What he can do is call martial law, send in the military for some bogus reason, and stop the election from happening which leaves him in charge... He seems to be preparing for that now, by testing the waters and courts with his sending national guard in to democratic cities without governor's permission....for domestic law enforcement and intimidation purposes.
